The Economist Intelligence Unit published the 2021 Democracy Index, which divides all countries into four groups: full democracy, imperfect democracy, hybrid rule, and authoritarian rule. In compiling the report, the experts take into account five main factors: electoral processes and pluralism, the efficiency of government, political activism, political culture, and civil liberties.

Armenia is considered a hybrid country: Armenia’s electoral processes and pluralism are estimated at 7.5, governance efficiency at 5.71, political activity at 6.11, political culture at 3.13, and civil freedom at 5.
